Ukrainian President Volodymyr Zelensky said a truce in Russia covering the Black Sea and energy strikes took effect immediately on Tuesday, but claimed Moscow was already manipulating and distorting the agreement.
He said he would ask U.S. President Donald Trump to provide weapons and sanction Russia if Moscow reaches a deal.
The United States earlier said it had reached a separate agreement with Kiev and Moscow to ensure safe navigation of the Black Sea and ban attacks on energy facilities in both countries.
“The U.S. side believes that our agreement will take effect after the U.S. announcement,” Zelensky told reporters at a press conference in Kiev. He added that he did not believe Russia is coming to commemorate the arrangement.
The Ukrainian president later spoke at the address of the video at night saying that Russia was already deceiving the world.
“Unfortunately, even now, even today, on the day of negotiations, we’ve seen how the Russians start manipulating,” Zelensky said.
“They are already trying to distort the protocol and actually cheat on our intermediaries and the world as a whole.”
He said the Kremlin was saying the agreement on Black Sea shipping was related to the sanctions imposed by Moscow. He said Ukraine will do everything possible to implement the agreement, but Russia must understand that if it strikes, it will “get a strong response.”
The agreements are the first energy strikes to cease since the full invasion in February 2022, triggering the biggest conflict in Europe since World War II. The battle broke out on the front line of 1,000 kilometers (600 miles).
“No faith”
The Ukrainian leader said in his comments to reporters that if Russia violates Russia, the agreements will take no action and that if that happens, he will call on Trump.
“We don’t have confidence in the Russians, but we will be constructive,” he said.
He said U.S. officials also viewed the energy ceasefire as covering attacks on other civilian infrastructure, which should be covered by the Black Sea Agreement.

Ukrainian Defense Minister Rustem Umerov said Kiev would regard any movement other than Russian naval ships as an action that violates the spirit of the agreement.
He said that in this case, Kiev would have the right to defend itself, which means Ukraine could retaliate.
Umerov said that Kiev, which had used naval drones and missiles to push Russia’s fleet to the eastern Black Sea, would welcome third countries that supported the implementation of the agreement.
“The U.S. side really hopes that all of this won’t fail, so they don’t want to introduce many details. But, anyway, we have to understand the answers to each detail.”
Zelensky said Türkiye has the potential to participate in monitoring the Black Sea, while Middle Eastern countries can track energy truce, although he noted that there has been no discussion with those countries.
Zelensky said respectively that the United States has shown Ukraine an extended bilateral mineral agreement that exceeded the initial framework agreement that the two countries had previously agreed to but was never signed after the Oval Office meeting last month.
Zelensky said he was unable to conduct a detailed review of the new proposal, but it did not include more U.S. involvement in Ukraine’s nuclear power sector, which Washington has proposed in recent days.
