The Saudi Interior Ministry has announced a series of procedures and guidelines as part of its preparation for 2025, aiming to ensure the safety and security of pilgrims during the holy season.
In a notice released on Sunday, the Ministry stated that the last date for Umara performers to enter the Kingdom will be Sunday, April 13, 2025, and the last allowed departure date is Tuesday, April 29, 2025.
The ministry warned that failure to return on this date would be considered a violation of regulations.
Starting from Wednesday, April 23, 2025, access to the Holy City Mecca will be strictly supervised. Individuals wishing to enter the Holy City must introduce one of the following: a valid work permit, a residence ID issued by Mecca or a valid North J license.
Foreign residents living in other parts of the Kingdom will not be allowed to enter Mecca unless they are properly permitted. The statement reads said violators who attempt to enter without permission will be sent back through Al Shumaisi or other checkpoints.
The ministry also announced the suspension of the issuance of UMRAH licenses through the “NUSUK” platform from April 29 to June 10, 2025.
In addition, from April 29, individuals with any visa type will be prohibited from entering or staying in Mecca.
